On March 13, 2013, the FBI updated its list of “Ten Most Wanted Fugitives” by adding the name Edwin Rivera Gracias – seen here, bottom row, 3rd from left.

According to the FBI’s website, the list is a publicity program designed to publicize particularly dangerous fugitives who might not otherwise merit nationwide attention, according to the FBI’s website.

The program was founded on March 14, 1950, when a reporter asked late FBI Director J. Edgar Hoover for the names and descriptions of the “toughest guys” the Bureau would like to capture. The resulting article generated so much publicity and had so much appeal that Hoover implemented the top ten program.

Since its inception, 497 fugitives have been on the top ten list. Among those listed, the FBI says that 466 have been apprehended or located, including 154 fugitives who were captured or located as a result of citizen cooperation.

The current top ten list is maintained on the FBI website and relies on the assistance of citizens and the media. A reward of up to $100,000 is offered by the FBI for information which leads directly to the arrest of a Top Ten fugitive. Members in the Top Ten list are not ranked.

Dr. Richard S. Haugh is an accomplished author, publisher and academic. He is accused of committing numerous sexual offenses against a female child and there may be other victims out there.

Haugh was arrested in 1992 as he left his residence armed with a licensed .25 caliber handgun. He was charged and later indicted by a Middlesex Superior Court Grand Jury for two counts of Rape of a Child, two counts of Indecent A&B on a child under 14, assault to rape a child and disseminating obscene matter to a minor.

He was supposed to appear in court on August 12, 1992 but never showed up and has been on the run ever since.

On the afternoon of June 18, 1985, Regina Armstrong, then 6, was playing with her 9-year-old sister and their babysitter’s chid outside their babysitter’s  Semoran Terrace apartment complex on south Semoran Boulevard in Orlando, FL, when she was kidnapped.

Armstrong_Suspect_CompositeAfter police were alerted, a massive search for Regina was immediately conducted. The little girl’s sister gave police a description of the kidnapper and police were able to have a composite sketch drawn.

The sketch depicts what the abducted may have looked like in the 80’s. He was described as a man in his 40’s  who wore a plaid shirt and old blue jeans. He had a cut on his lip and stubble on his face. He talked to the three children briefly and then left, but reappeared about 30 minutes later as the children play near the apartment mailboxes.

The man lured Regina Mae to follow him, most likely under false pretenses, and promised the other two children that he would pay them each $2 to watch a door at the nearby Beau Barton apartments where he said he and his wife lived.

 

According to Regina’s sister, the abductor had a broken lip and had an odor to him.

“He smelled oily, like he worked for a mechanic or on cars, he didn’t smell like a normal guy.” recalled Christina Worsham, Regina’s sister,  during an 2010 interview.

When Christina realized her sister wasn’t coming back, she tried to warn their baby sitter. But the woman, for some reason, wouldn’t listen to Christina’s pleas and instead locked the door. It wasn’t until nearly two hours later when the baby sitter’s boyfriend and another brother returned, that Christina finally got help.

“I was so scared. I didn’t know what to do or who to call,” Worsham said. “I was just shaken. I didn’t know if I was going to be in trouble or what was going to happen.”

Police were finally notified at 4:30 p.m. when Donna Armstrong returned to pick up her daughters.

“It was unreal. I just didn’t have any idea what was going on,” Donna Armstrong said. “It’s a day I’ll never forget.”

Many hoped for a safe return but sadly, a little over two years after the abduction a construction worker found the skull and weathered, dirty sundress Regina was last seen wearing, in a Oviedo housing development approximately 15 miles from where she was kidnapped.

The findings matched that of Regina Armstrong and what became a hopeful rescue turned into a manhunt for her killer. However, almost 28 years later and the person responsible remains unknown and Regina’s murder remains unsolved.

“The key to solving this case is finding somebody who knows something,” Detective Michael Moreschi from the Orlando Police Department said to reporters. “Either that, or [DNA] technology will finally have caught up with the crime.”

Authorities have been searching for a child rapist who has been on the run for over ten years.

Daniel Leija, now 50, is a former school bus driver from Yakima County, who has had a warrant out for his arrest for first degree child rape in Sunnyside, WA between the years 1997-2002.

The two victims, also residents of Sunnyside, were both females under the age of fifteen during the five-year period in which the crime occurred.

In 2002, both females went to Sunnyside Police Department to report the rapes they endured over a five-year period. Police then uncovered trunks and backpacks filled with over 100 videotapes recording the assaults. Leija was arrested and charged with multiple counts of rape and exploitation of minors and was held on $250,00 bail. However, Yakima Superior Court Judge Heather Van Nuys reduced his bail to $60,000 and he was released after relatives came up with the lower amount.

He immediately fled the area after his bail-release and hasn’t been seen since.

According to U.S. Marshals, who eventually took over the case, Leija was last known to be in Mexico.

It is believed that he is living under a different identity and has most likely altered his appearance.

Back when his bail was reduced, Leija was facing 18 counts of first degree rape and molestation, eight counts of second degree rape and molestation, two counts of third degree rape and molestation, 12 counts of sexual exploitation and with jumping bail.

Taylor-Wylie is a woman who lived with Leija in Sunnyside prior to his arrant. She says all of the sexual assaults counts are for actions he took against her daughters over a five-year period. She said in 2002 her daughters complained about Leija’s sexual assaults.

Wylie contends that Leija has made return visits to Sunnyside to visit family. She said his family claims he has since drowned, which she calls a “blatant lie.

Wylie’s daughters are now young adults but according to her, the wounds are still open.

“We try to go on, but the girls, they’re still drastically affected by it,” Taylor-Wylie said. “Anger, fear, tears… they’re so fragile.”

Taylor-Wylie says she and her four daughters, who now live in Bremerton, want to see Leija brought to justice.

Parents Charged in Nationwide Child Pornography Investigation

Child molestor (pictured) still unidentified almost two months later.

ICE Homeand Security Investigations agents are still searching for a “Criminal Jane Doe” who produced child pornography videos of herself and a man engaging in sexual contact with two children (both girls.) One child is between the ages of 5 and 7, and the other was between 3 and 5 years old.

ICE agents made the discovery in Washington D.C. while investigating an unrelated child porn case back in August, 2012. They’ve been trying to identify her ever since. Media and Facebook hasn’t produced any answers as to who this woman could be but agents believe she lives somewhere in the United States. The photo(s) that have been provided by are still-shots from the video found.

This child-predator is described by HSI special agents as a Caucasian female, between the ages of 25 and 35 with a medium build, dark brown hair and blue eyes. She is also identifiable by a large mole on the back of her left thigh.

A $5,000 reward is being offered for information leading to the arrest and conviction of ”Criminal Jane Doe”

FORT WAYNE, IN, COLD CASE → April Tinsley was your typical eight year old but that all changed on good Friday, April 1st, 1988, also known as ”April fools day”. April was on her way home from a friend’s house in Fort Wayne, Indiana when she was kidnapped, raped and murdered by an unknown killer,  Three days later, her body was found on the side of the road, approximately 20 miles away, in an area of farmland.

Fort Wayne police department and other law enforcement agencies worked around the clock looking for April’s killer, media ended up drawing in many tips and leads which all lead to dead ends. April’s case has even made it to ‘America’s Most Wanted’ to no avail. However, John Walsh, host of the show, visited Fort Wayne on August 20th, 2012 to film the second episode of April’s murder hoping for answers or information.

Very little information or details are known about the killer. He is male, Caucasian or Hispanic and was last seen in Fort Wayne, Indiana. Below is a composite sketch of what April’s killer might look.

Two years after the murder of April Tinsley, a note appeared on a barn door near where her body was found. The note, seen below, read “I kill 8 yea old April Marie Tinsley. I will kill again”  Near the message, “ha ha” was faintly scrawled. Fourteen more years had passed when four more notes in a similar handwriting began appearing at several Fort Wayne residences. Three were left on little girls’ bikes; the fourth was in a mailbox. Whom ever wrote the notes claimed responsibility for the murder of April Tinsley and threatened to kill again.  They were written on yellow lined paper and placed in baggies that included used condoms and/or Polaroid photos. The notes stopped in 2004 and the killer hasn’t been heard from since. This could indicate a couple of things, he passed away or is currently in jail for a separate crime.

Police say this note was placed in a ziplock bag that also included a condom. They also say the DNA on the condom matches the DNA found on April Tinsley.

Whoever murdered April Tinsley enjoyed taunting the young girl’s family, police, and the community, especially other little girls. The sick man got some type of twisted pleasure out of it. He needs to be caught, dead or alive so April Marie Tinsley and her family and anyone who has been victimized by this individual, can have justice and closure.
