On March 13, 2013, the FBI updated its list of “Ten Most Wanted Fugitives” by adding the name Edwin Rivera Gracias – seen here, bottom row, 3rd from left.

According to the FBI’s website, the list is a publicity program designed to publicize particularly dangerous fugitives who might not otherwise merit nationwide attention, according to the FBI’s website.

The program was founded on March 14, 1950, when a reporter asked late FBI Director J. Edgar Hoover for the names and descriptions of the “toughest guys” the Bureau would like to capture. The resulting article generated so much publicity and had so much appeal that Hoover implemented the top ten program.

Since its inception, 497 fugitives have been on the top ten list. Among those listed, the FBI says that 466 have been apprehended or located, including 154 fugitives who were captured or located as a result of citizen cooperation.

The current top ten list is maintained on the FBI website and relies on the assistance of citizens and the media. A reward of up to $100,000 is offered by the FBI for information which leads directly to the arrest of a Top Ten fugitive. Members in the Top Ten list are not ranked.

Edwin Ernesto Rivera Gracias is wanted for the murder of a long-time family acquaintance of his girlfriend. The 69-year-old victim was found brutally beaten, stabbed, and dumped in the mountains of Jefferson County, Colorado. The crime took place on August 17, 2011.
Rivera Gracias is believed to be in El Salvador, and may have a Salvadoran identification that says Edwin Rivera. He may also attempt to travel to the United States using fraudulent documents. He is a member of the La Mara Salvatrucha gang (MS-13). Rivera Gracias has ties to other gang members who are located in Colorado; Los Angeles, California; and El Salvador. Rivera Gracias may also visit Mexico and Guatemala.

FBI in Denver is offering a reward of up to $100,000 for information leading directly to the arrest and conviction of Edwin Ernesto Rivera Gracias.

heredia_unsolved_murderLuis Rios, 35, was gunned down on June 24, 2005 at approximately 8:25PM in Yuma, Arizona. Police were called after hearing shots and a man screaming for help and when Yuma Police arrived, they found a fatally wounded man struggling in the backyard of 2037 East La Mesa Street. He was raced to Yuma Regional Medical Center where he died shortly after.

Police then went inside the residence and discovered five more victims, four of them children. Adrienne Heredia, 29, and her four children, Andreas Crawford, 13, Enrique Crawford,12, Inez Newman, 9, and Danny Heredia, 6, had all been shot to death at the home as well.

Neighbors described an adult man who appeared to be Hispanic entering the home right after the shooting. Based on descriptions given by witnesses police were able to put together a composite sketch of what the suspect may have looked like.

According to authorities, two people close to Luis Rios have not been cooperative in the investigation.

There was an extensive investigation by Yuma Police Department as well as other agencies. Hundreds of interviews were conducted, hundreds of tips were followed but the person(s) responsible was never identified. Police are asking tipsters to call again, even if they originally called with a tip.

Yuma Police Department has received information from people who have wished to remain anonymous. Some of this information needs additional follow-up and they hope those individuals will contact them again so they can talk to them and obtain additional information. These contacts can remain anonymous. There will be no need to give names or contact information, but the opportunity to talk with them will prove invaluable.

Below is a list of some information police would like to find out;

  • They would also like to speak to the male tipster who called in on 78-CRIME on June 25, 2005, at 8PM in reference to a white van, to include a license plate and the names of several subjects possibly involved.
  • They’re also asking another caller who called in on 78-CRIME advising of Luis Rios being involved in any type of argument at RC Liquor prior to the murders, to please call again.
  • Anyone who has any information on Luis Rios having been involved in any argument prior to the murders.
  • Anyone who had contact with Luis Rios, Adrienne Heredia, Enrique Crawford, Andreas Crawford, Inez Newman or Danny Heredia on the day of the murders June 24, 2005.
  • Anyone who saw or knew the whereabouts of the Blue Durango that was stolen from the residence and later located in the area of 6th Avenue and 21st Street.
  • Anyone who has information on why anyone close to this investigation is refusing to cooperate with us.
  • Anyone with information on the subjects seen on surveillance video from RC Liquor on the afternoon of the murders that was released earlier to the media.

The Federal Bureau of Investigation, who has also become involved with the case, has offered a $25,000 reward for the arrest and conviction of those responsible for these murders. There is also a $10,000 reward through 78-CRIME.

Reginald Williams is a Sex Offender who is wanted by authorities in Texas for parole violation and failing to register as a sex offender. He is currently one of the top 10 wanted sex offenders in the State of Texas.

In 1986, Williams sexually assaulted a woman at the municipal park in Freeport, TX. He used physical force to undress the victim and allegedly threatened to use additional force, making the victim fear for her life. After the assault, he fled the scene on foot and a few months later, he sexually assaulted an underage female and male, as well as an adult male. During the offenses, he physically assaulted the victims and threatened to hurt them. He absconded from parole in 2001.

On January 2, 2001, the Texas Board of Pardons and Paroles issued a warrant for Reginald Williams arrest for Parole Violation (original offenses: Aggravated Sexual Assault and Aggravated Sexual Assault of a Child). On April 24, 2001, the Harris County Sheriff’s Office issued a warrant for his arrest for Failure to Register as a Sex Offender.

Several months ago, back in October, 2012, FBI released a newly created composite sketch of a suspect/person-of-interest wanted in connection with murder as well as abduction and assault. They hope the sketch will help identify and track the unknown man.

Virginia State Police confirmed that evidence gathered from an unsolved kidnapping and assault in 2005 matches evidence in the Morgan Harrington investigation.

For those who aren’t familiar with the case, Morgan Dana Harrington was a 20-year-old Virginia Tech student whose disappearance on October 17, 2009  initiated one of the largest searches in Charlottesville, Virginia’s history. Sadly, her murdered remains were found 3 months later on Anchorage Farm in Charlottesville. It’s now been 3 years and the young woman’s homicide remains unsolved.

Morgan Harrington’s family is offering a reward of $100,000 for information leading to the arrest and conviction of the person or persons responsible. In addition, the band Metallica is offering an additional $50,000 to the reward bringing it to $150,000 for information leading to the arrest and conviction of the person or persons responsible for Morgan’s murder.

A Facebook user posted a status yesterday morning which said that behavioral and geographical crime scene specialists have convinced Virginia State Police and FBI that Morgan’s killer was familiar with the territory where her remains were found in a small clearing near a tree-lined creek.

“They did not feel they would be discovered in bringing her here,” A crime scene specialist said. “The location is not something a person unfamiliar with this area is likely to find on a whim.”

Daniel-Leija

Authorities have been searching for a child rapist who has been on the run for over ten years.

Daniel Leija, now 50, is a former school bus driver from Yakima County, who has had a warrant out for his arrest for first degree child rape in Sunnyside, WA between the years 1997-2002.

The two victims, also residents of Sunnyside, were both females under the age of fifteen during the five-year period in which the crime occurred.

In 2002, both females went to Sunnyside Police Department to report the rapes they endured over a five-year period. Police then uncovered trunks and backpacks filled with over 100 videotapes recording the assaults. Leija was arrested and charged with multiple counts of rape and exploitation of minors and was held on $250,00 bail. However, Yakima Superior Court Judge Heather Van Nuys reduced his bail to $60,000 and he was released after relatives came up with the lower amount.

He immediately fled the area after his bail-release and hasn’t been seen since.

According to U.S. Marshals, who eventually took over the case, Leija was last known to be in Mexico.

It is believed that he is living under a different identity and has most likely altered his appearance.

Back when his bail was reduced, Leija was facing 18 counts of first degree rape and molestation, eight counts of second degree rape and molestation, two counts of third degree rape and molestation, 12 counts of sexual exploitation and with jumping bail.

Taylor-Wylie is a woman who lived with Leija in Sunnyside prior to his arrant. She says all of the sexual assaults counts are for actions he took against her daughters over a five-year period. She said in 2002 her daughters complained about Leija’s sexual assaults.

Wylie contends that Leija has made return visits to Sunnyside to visit family. She said his family claims he has since drowned, which she calls a “blatant lie.

Wylie’s daughters are now young adults but according to her, the wounds are still open.

“We try to go on, but the girls, they’re still drastically affected by it,” Taylor-Wylie said. “Anger, fear, tears… they’re so fragile.”

Taylor-Wylie says she and her four daughters, who now live in Bremerton, want to see Leija brought to justice.

Sarah Rae Boehm, a fourteen-year-old female teen, was described as a good student, cheerleader, and participated in her former school’s band.  The last time she spoke to her parents was 10p.m. on July 14, 1994, telling her that she was planning on staying at a friend’s house. She was reported missing less than 24 hours later to local law enforcement in Beaver County, Pennsylvania. Several months later, on November 4, 1994, Sarah’s remains were discovered in the “Berlin Reservoir,” located within a Ohio state park, Portage County, Ohio. This rural community in Ohio was located approximately two hours away from the victim’s home in Pennsylvania.

Additionally, Kathryn Menendez, another female teen victim, went missing on August 21, 1994, and her nude body was found several days later on an oil road near the “Berlin Reservoir.” Kathryn had been strangled to death. Both Sarah and Kathryn’s bodies were located approximately 1/2 mile apart in the same Ohio state park. Seventeen-year-old Kathryn was from Portage County, Ohio.

Information is being sought in both cases. Specifically, how Boehm from Pennsylvania ended up murdered in Ohio and information regarding the murder of Menendez. Investigators believe the two cases may be related. The FBI from both Pennsylvania and Ohio have been working closely with local law enforcement from Portage County, Ohio, as well as Beaver County, Pennsylvania.
